✅ The Solution: New Legal Definition of Biometrics

The Federal Government has amended the National Identity Card Rules. Biometrics in Pakistan now legally include:

  • Fingerprints (Traditional)

  • Facial Recognition (New)

  • Iris Scans (New)

📄 How to Get the Rs. 20 Verification Certificate

If your fingerprints fail at a bank or telecom office, follow these steps to get a Facial Recognition-Based Biometric Verification Certificate:

  1. Visit any NADRA Center: If a service provider’s machine fails to read your prints, go to the nearest NADRA Registration Center (NRC).

  2. Fresh Photograph: NADRA staff will take a high-resolution live photo of your face.

  3. Data Matching: This photo is instantly matched against the image already in NADRA’s central database.

  4. Pay a Nominal Fee: The cost of this certificate is only Rs. 20.

  5. Receive Your Certificate: You will get a printed document containing:

    • A unique Tracking ID and QR Code.

    • Your recent photo alongside your record photo.

    • Verification purpose and CNIC details.

⚠️ Important: This certificate is valid for 7 days from the date of issuance. You must take it back to your bank or service provider within this week to complete your transaction.

 

📱 Pak-ID App Updates (2026)

The Pak-ID Mobile App has been upgraded (Version 5.4.6) to support these changes.

  • Contactless Biometrics: You can now use your smartphone camera for "touch-free" fingerprint and facial scanning.

  • Senior Citizen Onboarding: Elderly users can now bypass fingerprinting entirely during app registration by using the facial onboarding feature.

  • Digital ID Vault: Once verified, your credentials are saved in a secure "Digital Vault" within the app for easy sharing with institutions.

While NADRA is ready, the system is rolling out in two phases:

  • Phase 1: Institutions are upgrading their software to accept NADRA’s verification certificates.

  • Phase 2: Banks and offices will install cameras at their counters to perform live facial matching directly, without you needing to visit NADRA.
